Full-time: $80,000 to $100,000, depending on experience & qualifications


East Coast Civil Group seeks an Underground Utility Foreman responsible for overseeing and managing the construction and installation of underground utilities such as water, sewer and drainage. This role involves coordinating daily tasks, ensuring the safety and efficiency of the crew, and maintaining compliance with project specifications and regulations. The Foreman will be hands-on, providing leadership and technical expertise to ensure that projects are completed on time, within budget, and to the highest quality standards.


Job Description:

  • Plan and schedule work activities in collaboration with the Project Manager.
  • Read and interpret blueprints, plans, and specifications to ensure accurate execution of underground utility installations.
  • Coordinate with other trades and subcontractors to ensure smooth workflow.
  • Supervise, train, and motivate a crew of workers, ensuring they understand their roles and responsibilities.
  • Conduct daily briefings to communicate project goals, safety protocols, and work assignments.
  • Handle personnel issues or conflicts that arise on-site.
  • Manage the use of materials, equipment, and tools to ensure efficient use of resources.
  • Order and maintain inventory of necessary supplies and equipment.
  • Maintain equipment and ensure it is in good working order.

Safety and Compliance:

  • Enforce safety standards and protocols to ensure a safe working environment.
  • Conduct regular safety meetings and inspections.
  • Ensure compliance with all local, state, and federal regulations pertaining to underground utility work.
  • OSHA 10-hour or 30-hour certification preferred.
  • The Foreman must assure all safety protocols and appropriate personal protective equipment (PPE) are worn by all employees and personally.

Quality Control:

  • Monitor work progress and quality, ensuring adherence to project specifications and standards.
  • Inspect completed work to verify that it meets requirements.
  • Identify and address any defects or deficiencies promptly.

Communication and Reporting:

  • Maintain accurate records of work performed, including daily logs, timesheets, and material usage.
  • Report progress, issues, and any deviations from plans to the Project Manager.
  • Communicate effectively with clients, engineers or jobsite supervisors.

Qualifications:

  • Minimum High school diploma
  • Bilingual (English – Spanish)
  • Minimum of 5 years of experience in underground utility construction, with at least 2 years in a supervisory role.
  • Extensive knowledge of underground utility installation methods, materials, and equipment.
  • Ability to read and interpret blueprints, schematics, and specifications.
  • Strong leadership and interpersonal skills.
  • Excellent problem-solving abilities and attention to detail.
  • Valid driver’s license, CDL preferred with a good driving record.
  • Be at least age 21 years of age.
  • Pass pre-employment drug screen and criminal background check.
  • Be able to provide valid documentation for the I-9 Immigration document.
  • Strictly adhere to safety requirements and procedures as outlined in the Employee Handbook.

Physical Requirements:

  • Ability to work in outdoor environments in various weather conditions.
  • Capability to perform physically demanding tasks, including lifting heavy objects, bending, and standing for long periods.
  • Comfort working in confined spaces and trenches.
  • Lift up to 70 lbs.
